In the pop-up bar below the powerclip, the rightmost icon is called "Lock contents to Powerclip", it is enabled by default.

Click to disable and then you can move and resize, for example, without affecting the clip inside.

"Lock contents to Powerclip" is also in the right click menu for powerclip objects.
